MINUTES OF THE REGULAR MEETING OF THE LIBRARY BOARD
JANUARY 21, 2008

Public Comments.
Mrs. Chataverdi showed a DVD covering the book club the library sponsors at the Schaumburg Barn Senior Center. She then gave an award certificate to the Board thanking them and Mrs. Adrianopoli for the support of the book club program.

Board Comments
Mrs. Miller commented on a number of matters:

Mrs. Froehlich asked about the security at the entrance door and what happens when a beep occurs. There are two kinds of beeps, one that occurs upon entering and one that occurs upon leaving. The entering beep is ignored. The staff at the check-in desk is responsible for stopping and questioning patrons involved in a beeping sound while leaving.

It was moved by Mrs. Miller and seconded by Mr. Sesso that:
The minutes of December 17, 2007 be approved.

Staff Reports.
Mr. Hanrath gave a fairly detailed report on the drive-up window and he provided use statistics. Mrs. Napier reviewed reserves, reader’s advisory services and summer programs. Mr. Madden covered the library’s dental plan, the library’s share of the tax bill, food collected during the holidays and the library records confidentiality act. Also, the library is an early voting site for the February primary and this location is the 2nd busiest in Cook County. Mr. Sesso asked about the library records confidentiality act and if it is related to “gag orders.” Mrs. Miller said that the new act is state legislation and the other matter is federal legislation. She continued to give an overview of how these various bills work.
There was then a question about the suggestion relating to online maps for the Hanover Park Branch location. Mr. Madden said that this matter had been examined by the Computer Department and a problem only occurs if a patron enters East Irving Park rather than just Irving Park. In Hanover Park, there is no east or west numbering on Irving Park – just consecutive numbering. Mrs. Miller said she enjoyed reading the historical suggestions and hoped that this would be done again in the future.

NSLS Representative
Mrs. Scott reported on:

Treasurer’s Report.
A report on interest loss because of late collections in Cook County had been prepared. Over $65,000 in interest has been lost. There are also additional losses because of rate decreases as well as reduced interest paid by the county. However, a renegotiation of rates for some investments by the Library has resulted in over $90,000 of additional income. Financial statements were reviewed.

Lighting.
Mrs. Miller asked about late night lighting at Hanover Park. Mr. Madden said that he had not had the opportunity to talk to the Branch Coordinator about this. Information will be obtained and sent to the Board later. Mrs. Froehlich then asked about lighting at the Central Library. Around 2:30 this Monday morning she passed the library and lights were on in two areas. Mr. Madden said that he had reviewed the security camera tapes for Sunday night and early Monday morning and all public area lights were turned off. The only lights that could be on are office lights which are not covered by the security cameras.
At this time, the lights in the Reference Office are kept on because the refrigerator defrosts when the lights are turned off. That room will be rewired. Mrs. Froehlich said that there was also a location on the first floor where lights were on but she does not remember the exact location. Mr. Madden said it could only be an office area and that will be checked.
There was then a question about lighting in the library and the kind of bulbs used. Mrs. Froehlich asked if the lighting could be modified if necessary to ensure that the most economical cost lighting is used. Mrs. Jonen suggested that School District #211 energy expert Reece Thome could be helpful in examining the lighting system.

Request From Reel Hanglider Pilots Association For Rasmussen Room.
This group wants the entire Rasmussen Room for the purpose of stretching, examining and repairing parachutes.
It was moved by Mrs. Miller and second by Mrs. Jonen that:
Reel Hanglider Pilots Association be able to use the entire Rasmussen Room on March 16th.
Motion passed unanimously.
